- Prepare in-depth Capital Improvements Revenue Plans that accompany and complement large scale Acquisition, Site, Facility, and Master Plans.
- Pursue and obtain large scale Grant Funding Revenues through Block Grants, Categorical Grants and/or Legislative Grants to help fulfill the Acquisition Plans, Site Plans, Facility Plans, and Master Plans.
- Mobilize pooled talent Revenue Personnel to help fund the Acquisition, Site, Facility, and Master Plans.
